He was born in the beautiful city of Orlando, Florida, where his parents lived and raised him with his two siblings after he immigrated from the Philippines. Unlike those who inadvertently ventured into the beauty industry to earn a living, Starrr’s love of the profession began in his childhood. Television programs such as The Swan, Next Top Model, and Miss Universe also helped to strengthen his love of cosmetics. After high school, however, he took a bold step toward his inner passion and talent for makeup while working as a freelance photographer for Panera. While photographing, Starrr would put make-up on his clients’ faces and sometimes even do their hair.
In his video “Get to know me,” Starrr said that when he grew up, he dreamed of becoming a nurse rather than a makeup artist, which he eventually did. In his early years, he even studied nursing. As a Filipino, Starrr cannot speak, but he understands his native language quite well.
